摘要: This article examines how and why policy innovation in children's rights occurred at the European Union (EU) level due to Eastern enlargement. Empirically, case of EU intervention child protection Romania before 2007 is employed. By drawing on Kingdon's model multiple streams coupling, it demonstrated that Romanian provided Commission entrepreneurs with window opportunity introduce internal dimension. In practice, this entailed establishment institutional structures uphold inside Union. The triggered by has not shifted EU's legal competence rights; however, established as an issue entrenched Commission's role scope a actor.
