Windows of Opportunity for Whom? Commissioners, Access, and the Balance of Interest in European Environmental Governance

摘要: The European Union’s ambition on environmental issues proves to be highly uneven. While it has agreed stringent binding sustainability objectives in its reforms of the Common Fisheries Policy 2013, failed reach such agreement 2030 climate change at almost same time. How can we make sense this uneven performance Union (EU) policy? present article argues that integrating multiple streams approach (MSA) with a focus business power allows better understanding divergence EU’s ambitions across policy fields. Based framework, suggests Commissioners influential entrepreneurs governance process. Employing content analysis relevant documents from two processes as well interviews representatives political non-state actors, depicts suggested dynamics and deduces corresponding lessons for science politics.
