In order to address these issues, comprehensive reform effort was undertaken starting in 1990. The agenda comprised market-driven reforms aimed at enhancing competition role private sector as well vast array institutional strengthening macro stability, promoting equality opportunities political judicial arena, broad sharing benefits across regions individuals. this paper we show that ambitious drive proved be very challenging, with some foundations for actually weakening others.
