摘要: This article questions the effectiveness and viability of rural Tax-for-Fee reform (Fei Gai Shui) on water resources agriculture production, taking Zhanghe Irrigation System China as a case study example. The Fei Shui has been heralded possible solution for reducing excessive fiscal burden peasants. While may achieve in relieving peasant burdens significantly, initial impact agricultural production indicate least satisfactory trends. The policy shows significant rice yield area. It might also have profound cropping pattern but it yet to be seen. Dependence local such ponds show increase after discouraged farmers rely regional sources. Although lower use under reduced charges paid by farmers, savings were mostly offset increasing pumping costs accessing from ponds. Without any adjustments, the is likely cause serious predicament sector. visioned that water resources will continue play an important role sustaining production.
