摘要: This paper uses the case study of south-east coast Fukushima Prefecture in Japan to draw lessons for risk communication under situations high uncertainty and conditions varying trust. Based on an existing field research into social ethical aspects governing risks around environmental radioactivity, empirical qualitative material collected over 2014 2015 is analysed three key questions: who undertaking how they are perceived (in particular their motivations competence); what purpose engagement with citizens stakeholders (i.e. whether it ‘convince’ people or allow them come own informed decision); may be considered responsive needs affected populations.
