摘要: Current interpretations of strategic environmental assessment (SEA) revolve around two main ideas. Firstly, SEA is seen as a concept for improving decision making through the and potentially other impacts, not following any prescribed form, thus being flexible leaving ample space different interpretation. Secondly, more rational view taken regarded systematic instrument set procedural stages possibly methodological aspects. Adopting argument latter idea, this paper suggests that performance criteria are equally valid every SEA, but differ three distinct types; policy-SEA, plan-SEA programme-SEA. In order to provide empirical evidence, 25 assessments transport spatial/land use policies, plans programmes (PPPs) evaluated, based on introduced by International Association Impact Assessment (IAIA) at Glasgow meeting in 1999 endorsed November 2001.
