The task of protecting and enhancing existing resources collectively demands a particular type range clarity into situational assessments, all related determinations; adding level heightened comprehension assigned responsibilities; actionable solution possibilities, an unblemished sensitivity to need for systematic decisional transparency operational accountability. In United States, Environmental Protection Agency (USEPA/EPA) federal agency entrusted with pinnacle authority over U.S. Waters, Quality. Contrariwise, multiple government entities have at least piece jurisdiction, authority, budget quilt. Within fragmented landscape political, legislative, judicial influences, overlapping jurisdictional authorities, budgets, how well USEPA situated protect American public from harm, EPA under its mandate? William Ruckelshaus, Agency's first Administrator had once remarked, “[i]t not widely understood while institutions like exist serve public, they are also there political appointees.” Did Ruckelshaus’s mission philosophy his brand paired leadership set precedent become politically expedient, appealing, convivial those regulates?
