摘要: AbstractThis paper proffers an extension of institutional framework for guiding low-carbon urban infrastructure investment. It reads the “low-carbon societies” discourse as expression Ecological Modernization Theory (EMT), and assesses it using Daerah Khusus Ibukota (DKI) Jakarta a case study, along with complementary survey macro analyses effectiveness ecological modernization strategies. The finds that DKI Jakarta, expected societies emergent from EMT, has well-developed plan pursuing improvements in intensity greenhouse gas (GHG) emissions. However, despite ensuing mitigation targets organizational changes, projections overall carbon emissions by 2030 are likely to exceed levels deemed be sustainable equitable.
