摘要: This report describes the transportation planning process and discusses where how environmental factors can be addressed effectively at state metropolitan levels. should especially useful to federal, department of (DOT), organization (MPO), local planners, as well other practitioners concerned with addressing within systems planning, priority programming, project development leading implementation. The research focused on issues long-range processes DOTs MPOs included following: (1) a comprehensive review recent literature; (2) survey approaches employed by DOTs, MPOs, regulatory agencies; (3) federal regulations guidance factors; (4) case studies synthesize current practice in planning.
