摘要: Performance assessment systems play an important role for controlling and improving a system. In case robust performance system is established, it will be easier more trustable to make decisions. Although have been applied in private sector long time, can regarded as new the municipalities Turkey. As result of legal compulsories, every municipality satisfying conditions has prepare strategic plan program related with it. carried out by considering municipalities. With this study, after observations studies some municipalities, hybrid weighting methodology depending on ranking fuzzy pairwise comparison proposed. After giving literature about existing proposed methodologies are explained differences indicated. For showing applicability model, numerical example inspired real applications developed executed.
