摘要: In this paper, we propose a new framework for the organization of electric power industry, based on extensive use information technology (IT) and interactive decision making, where consumers distributed producers join traditional actors, utilities in particular, making decisions. While many ideas considered paper have been put forward recent years, such as need to manage intermittency renewable resources by means proactive forecasting, coordination with responsive demand storage, introduce possible systematic IT-enabled mechanism necessary actual implementation these technologies. We point out that order achieve long-term sustainable energy utilization, it is essential provide on-line internalize value just-in-time, just-in-place, just-in-context adaptation across entire supply chain, ranging from smallest providers, through their aggregators system coordinators. illustrate using our model-based novel simulator, how carefully designed multidirectional multitemporal exchange could enable while accounting unique needs capabilities various users. At same time, incentivizes users contribute system-wide sustainability objectives at value. dependence decisions-driven industry evolution rules (choice performance objectives), well operating planning practices implementing (temporal spatial factors). Our simulator be used designing regulation defining rules, rights, responsibilities regarding type rate exchanged support evolution.
