摘要: The papers in this volume cover the policy and methodological issues discussed at EDI seminar on multipurpose river basin development China. had three main objectives: 1) to broaden improve participants' knowledge of multi-purpose (MRD), particularly other countries; 2) discuss MRD China; 3) prepare a report with recommendations major for consideration Ministry Water Resources State Council. Two key problem areas stand out as being important: a) too many agencies users are chasing limited quantity deteriorating quality water resources; b) heavy financial burden is placed central government little participation by local communities users. participants spent much their time discussing several issues, namely: adopting approach multi-objective management strengthening commissions giving them greater planning authority one hand, including more representation governments user groups hand; establishing cost recovery system improving efficiency participation; 4) selecting or two basins pilot scheme an autonomous operation similar Tennessee Valley Authority United States; 5) emphasizing environmental, resettlement, on-the-job training aspects resource development; 6) determining how economic analysis projects could both indicate priority simplified way still adequately take into account fact that most objectives.
