摘要: Abstract We analyse contests for control of a newly valuable tourism resource, namely surf breaks in the Maldives. Conflicts are shaped by: economics, culture, legislation, and politics. There seven stakeholder groups: island resorts, resort-based surfing tourists, live-aboard charter boats, boat-based local surf-related enterprises, independent travelling surfers using those resident surfers. identify transition from exogenously to endogenously-controlled political processes power. These driven by growth, accelerated specific trigger events related change, land tenure, development projects. Tourism destinations have seldom been studied context over natural resources. The model constructed here applies across destinations, adventure activities, subsectors, other industries.
