Re-Thinking the Role of Compensation in Urban Land Acquisition: Empirical Evidence from South Asia

摘要: Planned efforts to relocate human populations often entail protracted struggles over the terms on which local may be compensated for loss of land, assets and livelihoods. In many instances, compensation has been established basis historical market value, in effect excludes stakeholders (e.g., encroachers, landless laborers, sharecroppers, etc.) whose livelihoods are adversely affected by land acquisition. Establishing ways recognizing compensating informal livelihood is therefore a pressing policy priority. This paper explores challenge losses incurred as result rapid urban acquisition Indian State West Bengal. Drawing upon 6 months empirical field research, it (1) national development authorities have structured processes areas surrounding Kolkata; (2) rights entitlements that used acquisition; (3) degree incorporated into this process; (4) extent public strengthening vulnerable basic forms entitlement, such housing, employment, social assistance.
