摘要: Most standard video compression schemes such as H.264/AVC involve a high complexity encoder with block motion estimation (ME) engine. However, applications reconnaissance and surveillance using unmanned aerial vehicles (UAVs) require low encoder. Additionally, in applications, the is primarily global due to known movement of camera platform. Therefore this work, we propose investigate based frame prediction no ME. We show that for videos mostly motion, performs better than baseline H.264 ME size restricted 8×8. Furthermore, quality degradation decreasing bit rate more gradual since it does not need allocate bits across vectors (MVs) residue data. also incorporate spectral entropy coefficient selection quantizer design scheme entails latency demonstrate helps achieve consistent sequence.
