摘要: Apart from the UK where it has been widely discussed in 2011 Electricity Market Reform, energy experts communities are still unaware of impacts that carbon policies directly focused on development low technologies produce electricity market regime. Public co-ordination with long term arrangements needs to be introduced as a substitute by market. Indeed, current makes prices ineffective at orienting investors towards : fossil fuel generation preferred because their investment risks much lower So, order avoid delayed aiming decarbonisation systems, number new which risk these being selected governments. But, equipments develop, for other (peaking units, CCGT) will fade away. That means future, public and planning completely replace players' decisions, not only technologies, but every capacity development.
