As part of the City development process Metropolitan Area, Jalisco State Government improving infrastructure developing more services connected citizens. With 8.14 million inhabitants State, 61% concentrated de metropolitan zone; every online service must support connectivity millions users peak periods with good quality and user experience. an example, each year government collect taxes city, creating peaks into tax offices. integration Cloud Computing services, we present study accessibility citizens through mobile platforms looking orchestrate data flows Private Infrastructure Software Defined Networks (SDN).
