摘要: Recent literature has criticized non-governmental organizations (NGOs) and their activities on three main grounds: (1) NGOs incur higher-than-necessary overhead costs, (2) do not coordinate to distribute projects according beneficiary needs, (3) NGO evaluation methods results are biased. To discover the source of these inefficiencies, I interviewed leaders 34 in Kampala, Uganda. Based trends responses, argue that supposed inefficiencies actually logical reactions strategies donors employ. First, because donor financial commitments sporadic, prioritize organizational spending, causing overheads be higher than expected. Second, a lack agreement local needs leads adopt client-specific objectives, leading needs-based project distribution. Third, positive information short-term, have large incentives deliver exclusive and/or biased data.
