Spillover effects of household waste separation policy on electricity consumption: Evidence from Hangzhou, China

摘要: Abstract China’s sudden growth in solid waste production and energy consumption is challenging the government more severely than ever. The aims of this study are three-fold, to: (1) test how much intervention policies requiring householders to dispose different types into separate receptacles, currently implemented pilot cities such as Hangzhou, indirectly affect household electricity consumption; (2) investigate importance form (information campaigns vs. monetary incentives) difficulty adopting disposal behaviour considering “spillover” effect; (3) examine dynamic changes positive negative spillover effects. Based on three-year objective panel data two samples Hangzhou households, confirms existence spillover, showing that, contrast with inducements, information campaign disseminating environmental advantages separation promoted a although may be influenced by difficulties separation. However, decreased significantly over years leading conclusion that policymakers should focus maintain pro-environmental long-term.
