Comprehensive evaluation on multi-level regional innovation based on TOPSIS algorithm with AHP weights schem

摘要: With the exploring and exploiting of global limited resources, regional development cannot be solely supported by exhausting resources anymore. Meanwhile, innovation has become a pivotal inner power for promoting in regions. In whole process innovation, government takes role as controller macro management. Based on administrative structure China, we can divide China into three different levels, i.e. province-level, prefectural-level county-level. Those multi-levels are management scale, administration, therefore level traits. To accurately measure each level, will apply AHP-TOPSIS methodology to evaluate separately analyze mechanism between levels. this paper, firstly calculated ranks 30 provinces province-level. Then chose Shandong Province an specific case measured performance among 17 cities province. characteristics prefectural cities, proposed corresponding measures policies enhance these cities.
