摘要: Many public policy problems at all levels — national, regional, state, and local involve issues that can not easily be reduced to simple either-or propositions. That is, the problem involves diverse constituencies interest groups who grouped into two sides so trade-offs made a resolution reached through typical political process (in United States). For example, level such an issue would extending runways of airport, building shopping center in suburban area, or combining fire police departments one organization. In situations, usual alignments do apply, as Republican Democratic council-persons will align themselves on both because party loyalties among citizens yield predictable stands issue.
