摘要: The asymmetrical threat posed by non-state actors, particularly terrorists, has replaced the traditional rival nations as greatest security concern for developed western in 21st century. Non-traditional hotbeds can quickly develop a major terrorist problem if not given adequate attention, forces and funding needed to combat problem. Balkans unique history of inter-ethnic religious conflict led an increasingly pervasive sense desperation that leaves region susceptible ideology. chaos created various wars independence former Yugoslavia brought rise more direct interest area allowed Arab-Afghan fighters refuge Europe. foreign mujahedeen took this opportunity attempt gather recruits their cause well establish base operations Though largely unsuccessful recruitment center, ties organized crime black market dealings have provided terrorists staging area. Increased international cooperation support are necessary eradicate existing prevent from becoming player global network.
