摘要: Prior analysis of the implications public policy initiatives is commonly quite inadequate, and spectacularly so in recent government history. There has been a retreat from reason affairs. Until now Operational Research largely failed to address or be applied issues domain. However, new generation problem structuring methods offers forms well suited environment which formed.
