摘要: Joint management of protected areas is promoted in many countries around the world. It considered a means to provide local communities, including indigenous people, with recognition their cultural practices use and natural resources within area, while working together governments achieve conservation goals. However, implementation effective joint has often been difficult because capacities expectations among partners differ. Here we explore potential using participatory monitoring evaluation approach as not only agreeing on objectives but also measuring progress toward those objectives. In particular, first describe process used develop criteria indicators for effectiveness area Northern Territory, Australia, involving park's Aboriginal Traditional Owners, legal representatives, government, researchers. We then analyze applying developing its contribution improving equity partners. consider context relationships, capacities, skills, communication, cross-cultural information sharing. found that at early stages management, mostly identify related human social capital assets. Cross-cultural engagement cycle challenged by issues relating institutional community representation, flexibility ways learning doing. conclude, however, which agree equally identification measure agreed outcomes equitable participation, decision making turn will lead improved park outcomes.
