Long Run Effects of Social Security Reform Proposals on Lifetime Progressivity

摘要: This paper uses a lifetime framework to address questions about the progressivity of social security and proposed reforms. We use large sample diverse individuals from PSID calculate income, classify into income quintiles, then present value taxes minus benefits for each person in group. In our basic calculations, current system is slightly progressive, overall, on basis. Social Security would become more progressive one reform plans, it regressive other plans. The pattern affected by alternative assumptions, but similar ways None these reforms greatly alters degree basis.
