摘要: International society has begun to consider river basins and the coastal zone as one management unit that requires an ecosystem approach. Various countries have undertaken initiatives since 1970s improved approach integrated management. Brazil not been of them. Its sector-based most environmental issues started in 1980s with National Environmental Policy Act (Law 6,938/1981). The Coastal Zone Management Plan (NCZMP) was then approved by Law 7,661 1988. Shortly thereafter, 1988 Brazilian Constitution enacted, which established environment a common good be used entire but such way prevent degradation conserve its quality for present future generations. Water Resources (NWRP) enacted until 1997 9,433/1997).
