摘要: Abstract In recent years, many organizations have looked upon continuous improvement and total quality management (TQM) as the means by which they could maintain a competitive edge. This paper investigates critical factors sub-factors that determine adoption implementation of TQM in state-owned enterprises (SOEs) foreign joint ventures (FJVs) China with particular reference to Shanghai manufacturing industries. It incorporates main findings study, an analytic hierarchy process (AHP) approach was employed prioritize relative importance four sixteen among SOEs FJVs China. The advocate these would stress soft organizing, culture people rather than hard systems, techniques measurement, feedback. Top commitment, leadership, education training are most important sub-factors. results suggest generic model for formulate strategies implementing Shanghai, well other cities regions
