摘要: There are large variations in per capita greenhouse gas emissions between the signatory countries of UN Framework Convention for Climate Change (FCCC). Even amongst industrialised nations (Annex 1 countries), emissions, as well projected abatement costs, vary considerably. As negotiations move towards adoption legally binding emission targets at Kyoto Conference Parties Decemberl997, one main dividing issues parties continues to be choice ‘flat rate’ and differentiated targets.
