Assessing urban flooding vulnerability with an emergy approach

摘要: Abstract Under the context of climate change adaption research, vulnerability assessment should take into consideration interaction among natural processes, socio-economic conditions, and mechanisms response integrated ecological economic system. Pressure from urban development, land use cover along western coast Taiwan not only has caused loss ecosystem services in peri-urban environments, but also resulted an increase flooding vulnerability. This paper develops a framework, which incorporates exposure, sensitivity, adaptive capacity for assessing to flooding. To achieve this aim, research interprets based on emergy concepts indices assess spatiality Taiwan's coastal plain via GIS. Based results evaluation three components five vulnerability, areas with intense urbanization are characterized high potential impact flood. However, cities higher do necessarily lead because can mitigate extreme events. Using framework developed by we show that concept effectively provide common measuring unit evaluating sensitivity
