摘要: Abstract The design of concession price is essential to financial viability Public–Private Partnership (PPP) highway projects. It one the most important variables that need be determined during negotiation period. However, there are few methods available for calculating value this variable. Research described in paper aims develop a reliable, objective, and systematic model determining rational PPP projects based on pro forma statements developed feasibility study pricing parameters risk factors project were first identified compiled through comprehensive literature review. A using System Dynamics technique was then effectiveness proposed SD-based verified by real toll tunnel located China. test result shows accurate, suitable application practitioners determination. To overcome effect price, adjustment Case-base Reasoning (CBR) consider unquantifiable factors. believed practical can create ‘win–win’ situation both private investor host government. This research framework also used as reference other facilities' models.
