For each test position v plurality positions, compute rate distortion value J(v) based on combination D(v) and bit cost R(v,p,C). The represents measure the relative to corresponding B in reference frame. R(v,p,C) depends v, prediction p set C one or more vectors c 1 , 2 . n are estimates (or predictions) statistically-popular v* that gives minimum rate-distortion J(v*) is selected as block.
