摘要: The Act 26 of 2007 on spatial planning stipulates that at national, provincial and local level must be based environmental carrying capacity capability. Provincial governments generally finished its in 2010 the city regency’s 2011.This paper reviews Central Java Rembang Regency regarding use CAT (ground water basin) Watuputih, Zone. Both determined Watuputih was allocated for conservation mining. mixed zoning stimulates conflict between private sector government one side people along with academician NGOs another side. SEA (Strategic Environmental Assessment) studies initiated by central found has strong indication to KBAK (natural landscape area karst) need conserved while moment there have been 21 mining permit holders operating since 1998. lesson learned from review is formulation conducted participatory involving relevant stakeholder, objective accountable.
