摘要: WITH the end of cold war, old ideological divisions are over. Virtually all nations proclaim allegiance to global markets. But a more intractable division is taking hold, this time based on technology. A small part globe, accounting for some 15% earth’s population, provides nearly world’s technology innovations. second part, involving perhaps half able adopt these technologies in production and consumption. The remaining covering around third technologically disconnected, neither innovating at home nor adopting foreign technologies.
