摘要: This note makes an in-depth analysis of public expenditure budget management, and its necessary reforms. The presents a number successful cases from around the globe where framework for participatory system is presented, civic groups influenced stages budgets processes in cyclic interactive manner. Civic input can influence both internal reform measures evaluated government agencies, as well external evaluators, such report to Auditor General parliament. Reforms systems have been given high priority, part Bank's lending instruments, focusing on making more transparent, accountable, efficient toward end poverty reduction.
