摘要: This paper provides an analysis of participation and access issues which were identified by the Kangan Report 1974 (indexed at TD/LMR 85.637) remain significant in Australian technical further education 1990s. A conjectural deliberately dichotomous ‘social service’/’economic utility’ framework is superimposed upon some TAFE’s features order to explore changes system attendant assumptions about access.
