摘要: Decisions are made daily concerning many facets of the National School Lunch Program at federal, state and local levels, but how decisions with regard to actual choice foods on school lunch menus? No study that we aware examines incentives barriers among SFAs decision-making process provision healthier menus. The issue faced by is a classic moral hazard problem: SFA’s effort for healthy menu options unknown (i.e., hidden actions). can accept federal funds agricultural commodities provide lunches while districts create wellness policies “requiring” minimum nutritional quality school-provided foods, overall implementation compliance not observable. This paper utilizes Principal-Agent (PA) theory model this problem unveil incentive targets channels behind observed inefficient nutrition policy implementation.
