摘要: Governance and closure: an uncomfortably linked pair. For do governance networks not guarantee openness? If so, then when would tend to be closed? And if closure occurs, can it help explain network failure, that is, the ‘inability provide efficient through negotiated interaction between a plurality of actors’ (see Chapter 5)? Or does cause failure lie within definition itself? significant presupposition is present this definition; governmental actors intend steer, but how one steer negotiations?
