Determinants of an integrated public health approach: the implementation process of Greenland’s second public health program

摘要: Greenland struggles with a high prevalence of smoking, alcohol and drug abuse. In response to the increasing need for preventive initiatives, first public health program Inuuneritta was introduced in 2007. Internationally, frameworks focus primarily on implementation single, well-described intervention or program. However, emergence more holistic, integrated approaches, research investigating process policy from launch action arises. This paper aims augment empirical evidence promotion programs within governmental setting using case II. this study, constraining enabling determinants processes across levels sectors were examined. Qualitative methods transdisciplinary approach applied. Data collection consisted six phases different qualitative applied gain comprehensive overview understanding II’s process. These included: observations group discussions at community worker (CHW) conference, telephone interviews, document analysis, workshop results dissemination. Enabling influencing II positively motivation among adopters, local prevention committees supporting workers, initiation central committee. contrast, ambiguous aims, turnovers, siloed budgets work environments, an inconsistent neglected provided substantial framework approach. having holistic is not sufficient. does harmonise government’s inflexible organisational structure resulting insufficient implementation.
