摘要: This article considers the roots of division between management and leadership, suggests that encourages individuals organizations to displace responsibility for problems in health services onto others. Given significant limits power leaders, difficulty establishing a science increasing complexity facing service management, might appear insurmountable. However, drawing on lessons from different approaches combatants infinitely greater Second World War, it is suggested trying 'manage' chaos by controlling it, or relying 'leaders' solve our problems, buying yet more consultants, are deeply problematic strategies; only mass leadership collective likely problems.
