Combating complexity: the integration of EU climate and energy policies*

摘要: In this article, we analyse EU energy policy from the perspective of EU's long-term commitments to combat climate change. We focus on integration concerns - 'climate integration' (CPI). seek answer question: what is extent CPI in policy, and factors can explain level CPI? After outlining a conceptualisation that argues for applying principled priority standard assessment objectives other sectors, apply an analytical framework, with derived general theories European literature environmental integration, strength two sub-energy sector case studies renewable policies internal market policies. found be insufficient both cases, are highlighted as particularly crucial furthering CPI: political commitment CPI, strong participation advocates process. The article suggests expansion competence does not necessarily provide guarantee full complete CPI.
