摘要: In this article, we study the performance of international water management at Lake Titicaca in order to assess empirical applicability a new concept for measuring policy performance. This measurement (PER) is function three variables: optimum (OP), actual (AP), and counterfactual (CP). examining joint by Bolivia Peru, identify practical difficulties applying PER suggest extensions uncertainty.
