Assessing the performance of international water management at Lake Titicaca

摘要: In this article, we study the performance of international water management at Lake Titicaca in order to assess empirical applicability a new concept for measuring policy performance. This measurement (PER) is function three variables: optimum (OP), actual (AP), and counterfactual (CP). examining joint by Bolivia Peru, identify practical difficulties applying PER suggest extensions uncertainty. We find that has several advantages: it takes into account performance; analysis can be performed structured, standardized, transparent manner; formal framework allows an assessment Problems include: choice attributes, identification performance, time-scale, subjectivity information. conclude that, on balance, approach superior other measures developed date.
