摘要: Abstract Drawing upon institution, power, and network concepts, this article analyzes how different actors interact with institutions in institutional change processes at niche level. The analysis builds on action research which developed reflected the Farmer Research Extension Network – an innovative, demand-driven approach to agricultural extension Vietnam's north-western uplands. action-researcher identified commune workers as strategic system and, consequently, supported them exploiting widening their existing room for maneuver. Throughout process, new rules roles were local stakeholders carefully introduced into system. Thereby, process helped institutionalizing demand-oriented approaches public service delivery, a manner firmly rooted everyday politics. findings reveal critical contribution level that can make on-going late socialist polity.
