Delphi-based consensus study into a framework of community resilience to disaster

摘要: Disasters cannot be prevented but their impacts can mitigated through adapted disaster management strategies. Several studies confirm that community resilience is a significant factor in management. Saudi Arabia (a) increasingly exposed to disasters, as reflected recent events, and (b) lacks credible strategy. This paper aims develop framework of Arabia. A three-round Delphi study conducted using local an international panel experts with in-depth knowledge the wide field General dimensions criteria for consideration are derived from academic literature. The latter used by expert starting point achieve consensus on focused six dimensions: social; economic; physical environmental; governance; health well-being; information communication. total 62 identified. Fifty-seven these achieved Round 2. An additional five reached third round. resulting involves seven fourteen each identified dimensions.
