摘要: Introduction . The paper deals with modeling of organizational-economic interaction between territorial units municipal and regional level. Dynamic the economic security indicators areas in Omsk region is presented, problems strategic management development are analyzed, author’s cross-functional model presented. In addition, role of municipal partnership in process shown. Materials methods indices entities region in social, economic, financial spheres integrated index are calculated. Using method of cross-functional business processes, authors’ organizational of regional has been formed. Results Negative results assessment main municipalities’ economic security show that it necessary to develop cooperation region. Currently, there are such forms municipalities as associations region, joint meetings authorities on current territories. But these formal. authors come conclusion to organize “vertical” intermunicipal processes development and security. Discussion There organizing basis of ensuring It requires an model that reflects roles municipals including partnership, the sequence their actions key indicators.
