摘要: In 2015, hundreds of new civil initiatives emerged to provide stopgap help refugees arriving in Belgium. This article zooms out from this moment solidarity and explores the broader socio-political conditions that allowed these emerge and, some cases, solidify into professional service-providers or powerful political actors. The focuses on two case studies, one Flanders Brussels. Flanders, Hospitable Network brings together local which have drawn upon networks skills senior citizens with considerable experience civic associations, NGOs social movements. While partly filled gaps were created by a series neoliberal reforms Flanders’ citizenship regime, same outlook has prevented being institutionalised. Brussels, Citizen Platform for Support Refugees mobilised largely among city’s super-diverse population. Platform’s development been shaped Brussels’ continuing attractiveness immigrants, as well complex governance structure, provided it both material support increasing opposition. As result, become highly visible actor offering professionalised refugees.
