摘要: This paper examines the available evidence on causes of black economic advance in order to assess contribution federal policy. Over period 1920-1990, there were only two periods relative improvement -- during 1940s and decade following passage Civil Rights Act 1964, voting 1965, institution government contracts compliance program. Black migration from South, a traditional source gains for blacks, almost stopped at about this same time, recent impact schooling indicates that educational cannot explain magnitude progress beginning mid-1960s.
