摘要: Multi-Criteria Decision Analysis (MCDA) is a general term for systematic and transparent approaches to analyze complex problems involving multiple criteria (Keeney, 1992; Belton Stewart, 2002; Gregory et al., 2012). MCDA provides great potential supporting environmental planning processes including structured framework evaluating the impacts of alternatives combining stakeholders’ subjective views about with objective measurement data alternatives. However, earlier experiences (Marttunen Hamalainen, 2008; Anderson Clemen, 2013) suggest that design realization process affects greatly how well results reflect participants’ opinions, satisfied participants are process.
