摘要: The European Union (EU) increasingly shapes environmental policy in its member states. By including public participation requirements directives, the Commission aims to open up policy-making process and move from an administrative a more participatory approach. Participation is considered contribute democratic governance, but has been associated with problems as well, bases of legitimacy do not automatically change when approach implemented.
