摘要: Multi-level governance, network and, more recently, experimentalist governance are important analytical frameworks through which to understand democratic in the EU. However, these carry normative assumptions that build on functionalist roots and undervalue political dynamics. This can result a lack of understanding challenges faces practice. article proposes analysis from perspective multiple rationalities correct such assumptions. It analyses implementation Water Framework Directive Netherlands as paradigmatic case study by showing how governmental, instrumental, deliberative at work each elements it introduces.
