Does enhanced regulation improve EIA report quality? Lessons from South Africa

摘要: Abstract Recently, various EIA systems have been subjected to system review processes with a view improve performance. Many of these reviews resulted in some form legislative reform. The South African Environmental Impact Assessment (EIA) regulations were modified 2006 the express intent effectiveness. In order evaluate what extent desired outcome was achieved, quality reports produced under investigated for comparative analysis preceding regime. A sample from two regimes reviewed using an adapted version well established method known colloquially as “Lee and Colley” package. Despite improvements certain aspects, overall report has decreased slightly 1997 It therefore appears that modifications regulations, often heralded solution performance not improved reports.
